I do not think that you get what you think you are looking for. Basic-Way Radios are limited in scope. For walkie-talkies, units of the same strong enough, can not expect to communicate reliably at a distance of 5 miles on flat terrain.
Well, if one or both of the mountain top and have a clear line between you, then everything will go well. If one of you an airplane, and you can the other person (even though 35 miles apart) to see the operation.
Is on the ground, the only way you get in a radio relay tower on a hill or high usage (much less expensive) to maintain. That's what the police and businesses, and generally can achieve reliable communication up to 50 miles. 100 miles possible with a mile high mountain.
